Gifted & Talented Identification Process
For the purposes of identification, special programming, and intervention, the Carlisle School District’s definition of gifted and talented is consistent with the state of Arkansas’ Department of Education’s definition:
“Gifted and talented children and youth are those of high potential or ability whose learning characteristics and educational needs require qualitatively differentiated educational experiences and/or services.
Possession of these talents and gifts, or the potential for their development, will be evidenced through an interaction of above average intellectual ability, task commitment and/or motivation, and creative ability."
Identification of gifted and talented students in the Carlisle School District is an ongoing process extending from grades K-12. Written identification and placement procedures are available to all stakeholders including parents, guardians, school personnel, community members, and students. As pursuant with state rules and regulations, a public announcement is made to notify stakeholders of the referral process. Referrals, screenings and placement will be an ongoing process throughout the school year for grades 3-12.
The Arkansas Department of Education Gifted and Talented Guidelines require students to be formally evaluated and identified by an appointed placement committee before they can be placed in a gifted and talented program. Procedures for the Carlisle School District Gifted and Talented Program are as follows:
1. Referral
A. Anyone can refer a student for screening.
B. Proper paperwork and procedure must be following throughout the screening process.
2. Screening
A. Prior to screening, parental/guardian signature granting permission to evaluate student must be obtained.
B. After signatures granting permission to evaluate have been received, the screening process will begin and will
include the results of the following:
-Otis Lennon School Ability Test (OLSAT)
-Ravens Progressive Matrices
-Williams Creativity Screening
-Renzulli Parent Inventory
-Renzulli Teacher Inventory
-Standardized Test Scores
-ACTAAP Test Scores
-Grade Point Average
C. Results are compiled on a profile sheet without the student's name listed, only a number.
3. Placement Committee Meeting
A. Committee consists of GATE Coordinator, administrator, and classroom teachers.
B. Student information will be reviewed by the committee using a blind screening process (paperwork is
identified only by number, no student names). No single criterion or cut-off score is used to include or
exclude a student from the program.
When the Placement Committee has made a decision, parents/guardians are notified of the decision by letter. If the decision is made to place a student, the parents/guardians must give written permission before the student can officially be placed in the GATE program. Students not placed will be kept on file in the GATE Talent Pool. If a parent/guardian has questions regarding the placement decision, they are free to contact the GATE Coordinator to further discuss the decision. An annual review is completed for all identified GATE students, grades 3-6, at the end of each school year which provides documentation for continuation of services.
